Why cant I send emails from outlook

I am not able to send emails from my outlook account. I can receive, but when
I try sending they goto outbox and never get sent. Send/Receive shows several
messages being sent, but nothing is in outbox.

Are there any error messages, and if so, what is the exact text? Also, what
version of Outlook are you using?

No errors occur when I click on send. The only errors I get are when I test
my account settings. Also, When I click on Send/Receive, it shows sending 1
of 22 messages when there are only 2 in the outbox.

response from the server. Please verify that the port and SSL information is
correct. To access these settings, close this dialog, then click More
Settings and click the Advanced tab.

Find outgoing mail server (SMTP): Outlook could not connect to the outgoing
mail server (SMTP). The problem could be the server name or port, or your
server may not support SSL. Verify your port and SSL settings in More
Settings under the Advanced tab.

And have you checked and double-checked your smtp settings?

Yes, I went through them with my ISP and MCAfee. Nothing any of them
suggested helped.

Yes-I went through it with my ISP and with McAfee. Nothing either of them
suggested worked. They point towards Outlook.
