You might check if they've changed anything in their instructions of how to
set up to use their email servers:

http://www.charter.com/Visitors/Support.aspx?SupportArticleID=1781

Also, if messages are piling up in your Outbox, what happens when you
try to either delete the oldest such message or move it to the Drafts
folder, and then restart Windows Mail?

Although it shouldn't make any difference, try changing smtp.charter.net
to mail.charter.net.

I don't know what Charter's policy is, but perhaps they don't accept
outgoing emails where the 'From' address is not a @charter.net address.
I'm assuming that you are using a @sumterprinting.com 'From' address
for this account. That theory would be easy enough to test by temporarily
changing the 'From' address to your @charter.net address.

I'm having exactly the same problem that JennyLee reported. I was able to
send and receive e-mail without incident until a couple of days ago. This
morning I spent about half an hour on the phone with Charter tech support,
and they satisfied me that this isn't a problem with Charter's servers. They
checked me out on the correct server names in my setup. And they were able to
get into my account and, using my email address, send me a test message with
no problem. So it appears that the problem is somewhere on the user's
computer.

The error message that JennyLee reported is, apparently, not a Charter
message. The Charter rep had no idea what it meant. However, she sent me a
Windows Mail troubleshooting guide, and the "421 Service not available"
message appears on a list of Windows Mail error messages. It's not supposed
to appear unless you can neither send nor receive mail and indicates that the
server doesn't recognize your computer's IP address. However, that doesn't
seem to be the case here, since JennyLee and I are having no problem with
incoming, just outbound, mail.

Also, nothing is getting stuck in my Outbox. I can delete or move mail in my
Outbox with no trouble. I tried disabling my Norton antivirus software to no
effect.

At this point, I'm completely stumped. Any other ideas?

Charter's tech support lied to you. The "421 Service not available"
error message is definitely coming from Charter's SMTP server.
It is unfortunate that companies like Charter insist on hiring the
caliber of people who get paid barely above minimum wage.
You get what you pay for.

It is not possible to simulate the user conditions by means of
the email test done by Charter tech support. For one thing, the
originating IP address will be different.

It CANNOT be CHARTER because I have bellsouth and have been having this
exact same problem with webmail. I have stuff sitting in there for 2 days
and 1 I cannot delete.

I agree with KCWelch1. I connect via Talk Talk and have had the same problem
since 26th Jan. I have wireless router and can send e-mails fine from my PC
which operates on MS Office/Outlook. However, my laptop has MS Vista/Mail and
although it receives e-mail fine it will not send and everything is stuck in
my outbox since 26th. I've checked my account options and they're still right
and it was working fine until 26th and nothing has changed since.

You're trying to tell us you get the exact same error message as
"JennyLee"? I don't understand how "I cannot delete" is the same as
not being able to send.

G

Gary VanderMolen

So you get the exact same error message as "JennyLee" below?
If not, post your error message.

What do you mean, you cannot delete webmail?
Are you accessing your email via a web browser (webmail), or with Windows
Mail (POP or IMAP)?

Your problem isn't the exact same one that I and, I'm betting, JennyLee have
been having. In my case anyway, nothing is getting stuck in my Outbox. I can
delete and move things out of my Outbox with no problem. I'm using Windows
Mail. What's interesting about these posts is that this problem seems to have
appeared for all of us at precisely the same time, 1/26. The most promising
suggestion I've heard for the version of the problem that JennyLee and I are
having is that Charter has assigned a blacklisted IP address to our
computers. I've tried a couple of things at my end to change my IP address
but neither worked. I'm about to call Charter to ask them to change it. I'll
be back with the results of that adventure.

I wish you success in getting Charter to 'fess up to being responsible
for the problem you and JennyLee are seeing.
In the meantime, you might consider getting a free account with Gmail
and using that for sending.

See the error message that was supplied (below) by JennyLee?
We will need to see a copy of your error message in order to diagnose
your problem.

Gary here is the message I have received. I too can receive e-mail but not
send anything it just hangs in the outbox "An unknown error has occurred.
Protocol: SMTP, Port: 0, Secure(SSL): No, Error Number: 0x800C013E"
suggestions?

A reference to port 0 usually means interference from an antivirus program.
What if any such programs do you have?

Norton Protection Center - the odd thing is I have one message in my outbox
that I can't delete that seems to be holding everything else up. If I delete
all my other out messages, and then send one it gets hung up but I hit CTRL M
and it will go, but I can only do it one at at time so it looks like the
Outbox item that is handing will not allow others to go. When I try to
delete it I just get unknown error. When I try to open it I get Message
Could not Be Displayed.

Here's one more guy with the same problem. I can receive e-mail on my laptop
using Vista - Windows Mail, but cannot send. Get the Unknown Error Has
Occurred message. If I use Webmail instead of Windows Mail, I don't have
this problem. Interestingly, my desktop with the same Vista, software, ISP &
settings does not have this problem.

I cannot delete the "stuck" outgoing message at the top of the que, so all
others messages are stuck behind it. Those down the list can be deleted.
