Sending email

I can receive email but not send. I am using a satellite overseas if that
makes a difference. I get the following error:

An unknown error has occurred. Subject '', Account: 'windows mail', Server:
'smtp.charter.net', Protocol: SMTP, Server Response: '421 Service not
available', Port: 25, Secure(SSL): No, Server Error: 421, Error Number:
0x800CCC67

These instructions are written for Outlook Express, but they work for
Windows Mail.

Port 25 is often blocked if your connection to the server goes through
the equipment of more than one internet provider, to cause trouble for
spammers.You may need to find a way to connect other than SMTP,
which usually uses port 25. Many email providers offer webmail,
which doesn't use port 25 but doesn't work under Windows Mail.

I couldn't find the instructions.
