cant send email

i can recieve but not send email. i am using windows mail/vista and my isp is
penn tele data. ptd says its an email scanner in my webroot antivirus, i cant
find that anywhere and tech support is useless for webroot. i have turned off
all firewalls and i can easily send emails when i turn off the antivirus

Seems like your solution is obvious. Uninstall your antivirus.
Replace it with a more compatible antivirus.
Of the free antivirus programs, the ones that are compatible
with Windows Mail are:

AVG free edition:

or
Avast free edition:
http://www.avast.com/eng/download-avast-home.html

However, with either of those, during the install phase you must select
'custom' install, and then deselect the email scanning module so it won't install.
