Can't Send After Changing From/Reply-To

Greetings!

I am using Outlook 2003 and Exchange server 2003 to try to send a
message From public folder with the replies going to the same public
folder. It utterly fails.

I created a public folder under Exchange called ContactASA and gave
myself "Send on behalf" priviledges. I then created a new message in
Outlook, set the From field to ContactASA, and set the "Have replies
sent to..." (reply-to) set to ContactASA. When I send the message to
my gmail account I get the following error message:

Your message did not reach some or all of the intended recipients.

Subject: Test Again
Sent: 12/12/2006 11:06 AM

The following recipient(s) could not be reached:

(e-mail address removed) on 12/12/2006 11:05 AM
You do not have permission to send to this recipient. For
assistance, contact your system administrator.
MSEXCH:MSExchangeIS:/DC=local/DC=ASA:ASASBS

That last line that reads "MSEXCH:MSExchangeIS:/DC=local/DC=ASA:ASASBS"
is new for me. I haven't seen that before in any of our NDR messages.
If I leave off the From field the message is delivered but when I reply
I get an address that looks like this:

ContactASA
<IMCEAEX-_o=ASA_ou=first+20administrative+20group_cn=Recipients_cn=ContactASA@appsci.com>

which of course fails to deliver because gmail can't see it as a legit
email address.

Any suggestions?

To send as a public folder, you need Send As permission, not Send On Behalf Of. You will not need to set the reply-to address.
