Can't run control panel applets or any programs from "Start, Run"

First, excuse the caps. I had sent an e-mail to someone explaining my
problem, and was too lazy to retype in small letters. ;-)


BELOW UNDERNEATH THE =======LINE IS WHAT I ORIGINALLY DID THAT STARTED THE
PROBLEMS. IT WAS POSTED HERE. I MANAGED TO CHANGE IT BACK, BUT THAT'S WHEN
THE FOLLOWING PROBLEMS STARTED (THAT I STILL CAN'T FIX):

- START, RUN. I CAN GET TO REGEDIT IF I BROWSE TO IT. IF I JUST TYPE IN
"REGEDIT" A BOX WILL COME UP SAYING "Problem with shortcut. This Internet
shortcut cannot be opened because failed to run." YES THERE IS A SPACE
BETWEEN "BECAUSE" AND "FAILED". IT'S LIKE IT FORGOT TO TELL ME WHAT DIDN'T
RUN!

- I CAN ONLY RUN CONTROL PANEL APPLETS WITH A DOS BOX. CONTROL.EXE DESK.CPL
WILL OPEN THE DESKTOP DISPLAYS STUFF. SAME OPTIONS I'D GET WITH A
RIGHT-CLICK ON THE DESKTOP, PROPERTIES.

- ON BOOT UP, MY NVIDIA VIDEO CARD CONFIGURATION CONTROL PANEL CONTINUES TO
POP UP. CAN'T GET RID OF IT. OFFLINE SYNCHRONIZATION MENU BOX ALSO OPENS.
CAN'T STOP IT.

- I RUN PCCILLIN 2003 WITH FIREWALL. ALSO RAN SEVERAL OF THE MOST RECENT
VIRUS-SPECIFIC REMOVAL UTILITIES OUT NOW. (IE. SpyBot, Spyware Blaster,
Ad-Aware, SCANREG /R, AND TWEAKUI). NO LUCK. I REPAIRED / CLEANED THE
REGISTRY WITH UltraWin Cleaner 2002, EasyClean from Toni Arts, JV16
POWERTOOLS, HIJACK (SEE HIJACK FORUM SITE FOR LOG FILE POSTS), AND STILL NO
LUCK. I EVEN TRIED EXTRACTING A FRESH COPY OF RUNDLL32.EXE, AND EVEN
REINSTALLING WIN2KPRO OVERTOP, AND NO LUCK.

I'M AT A LOSS WHAT ELSE TO TRY. IT SEEMS LIKE IT WOULD BE SOMETHING IN THE
REGISTRY, BUT I DON'T KNOW WHAT ELSE TO TRY. OTHER THAN REFORMATTING AND
REINSTALLING!!

Some program (usually spyware\parasite) may have overridden the URL prefix
setting?
Open Regedit to the following locations and verify the below default
entries:

Download "Hijack This!" [freeware] or download direct (below):

Unzip, double-click "HijackThis.exe" and Press "Scan".

When the scan is finished, the "Scan" button will change into a "Save Log"
button.
Click: "Save Log" (generates: "hijackthis.log")

Next, go to the below location:
http://www.spywareinfo.com/forums/

Sign in, go to the "Spyware and Hijackware Removal" section.
Press "New Topic", copy and paste hijackthis.log into your new message.
