Can't open web page using URL, can with IP address

I'm using IE6 with Windows XP Home. I cannot connect to a
web page using a URL address, but I can connect using the
specific IP Address (dot address). Dell and Road Runner
have been unable to solve problem. Tried deleting Winsock
and Winsock2 registry entries with no improvement. Help!
Any ideas? I have already reformatted my PC hard drive
and reloaded operating system. Same problem.

This is a DNS issue. Check your DNS settings in your
dialup properties, or however you connect to the internet.
Verify the settings that where provided from your ISP.
