Can't open outlook without IE it won't stay connected

I'm using Office Outlook 2003. I have a dial-up ISP. When I go to open
Outlook without IE being connected, it will try to hook up but at the end it
will disconnect. So I can't open Outlook Express by itself. I have to have
to use the connection through IE in order to send/receive emails. How can I
do the settings to just open Outlook without an IE connection?

Set Outlook's mail accounts to use a LAN connection not a dial up one. That
way you're letting the OS handle the dialing behind the scenes. Setup your
machine to automatically dial up if an Internet connection is needed. That
way when any app on your machine need the 'net, dialup will happen if you're
not already connected.
