Can't open file: extend.dat

When I open outlook 2002 (winxp home) i get the following
error:

An extension failed to initialize. Can't open the file:
extend.dat. The file may not exist, you may not have
permission to open it, or it may be open in another
program. Right-click the folder that contains the file,
and then click properties to check you permissions to the
folder.

The only option is "OK". then outlook opens and I can
look in all my folders, etc, but can not send/receive.
Any attempt to do so gets an immediate message:

The operation failed.

The file extend.dat shows up when I search for it, but
not if I try to navigate to it directly through windows
explore. I have full access to the folder in which is
contained. This is really odd.

Try searching for it, then renaming it (all with Outlook shut down). Restart
Outlook, and it should be recreated.

Same problem here. Renamed extend.dat with Outlook shut down. Restarted Outlook. Same error. The file was NOT recreated, by the way. Detect and Repair did not help. Do you know of anything else I can do to solve this problem? OL2003, Exch 2003, XP Pro, etc
