Can't launch Outlook 2003

I recently upgraded my hard drive. I used a Western Digital copy utility to
make a copy of my C drive. The first time I attempted to launch Outlook for
Microsoft Office Professional 2003, a advisory window opens that is titled
"Windows Installer" and says "preparing to install". It only has a cancel
button. After about 45 seconds another window open and says, "The operation
failed due to installation problems. Restart Outlook and try again. If the
problem persists, please reinstall." When I try to launch my Microsoft
Office Professional 2003 CD, again the same window opens ("Windows
Installer" and says "preparing to install"). Again, after about 45 seconds
another window says, "This patch package could not be open. Verify that the
patch package exists and that you can access it, or contact the application
vendor to verify that this is a valid Windows Installer patch package." What
does all this mean and how do I restore my installation? Please help!
