Can't install upgrades on Workstations ? 2000 problem?

I have a client that is running a 2000 server w/ sp4 installed, they have 5
workstation running XP-Pro logged on to the sever. When I try to install
XP-SP2 on any of the workstations from a cd-XP-Pro sp2. It starts the
upgrade, creates the folder on the c:\ drive. It expands the files then I
get
this Setup Error message “You don not have permissions to update windows,
please consult your administrator” Went to the sever and give my self
Administrator permissions logged on again same problem. Logged off the
server and logged on as the local administrator, same problem. Shut down the
workstation unplugged the network connection, logged back on as local
administrator, same problem, when to safe mode as local administrator. Same
error. There is no error in the event viewer.
I haven’t found any articles on this problem.

I have upgraded to xp-sp2 or other workstation that were on a 2000 server
without any problem.

Hi Melvin,

I understand you have encountered an error "You do not have permission to
update Windows XP" when install SP2 on WinXP. Based on my research, since
this issue occurs on all workstation, please check the Default Domain
Policy as follows on the DC:

1) Open Active Directory Users & Computers.
2) Right click on the domain and choose PROPERTIES.
3) Click the GROUP POLICY tab.
4) Highlight DEFAULT DOMAIN POLICY and click EDIT.
5) Expand COMPUTER CONFIGURATION-WINDOWS SETTINGS-SECURITY SETTINGS-LOCAL
POLICIES-USERS RIGHTS ASSIGNMENT.
6) Define the following policies, giving "ADMINISTRATORS" these rights:
Backup Files and Directories
Restore Files and Directories
Manage auditing and security log
Take ownership of files or other objects
Debug programs (only required for Hot-patching)
These steps will resolve the issue. However, in order to test the solution,
please use the following steps:

7) Wait for Active Directory replication to take place (or force it to take
place using Active Directory Sites & Services).

8) Wait for the policy to apply to the client machine (or force it to apply
by typing this at a command prompt on the client:

On a Windows 2000 client: SECEDIT /REFRESHPOLICY MACHINE_POLICY
/ENFORCE
On a Windows XP client: GPUPDATE /FORCE

9) Please reinstall SP2 on WinXP workstation to check the status.

If the issue persists, please help me gather the following information:

1. The screen shot of the error message.
2. SP2 setup log, which are located in the %Windir% folder.
- Setupapi.log
- Svcpack.log
- Spuninst.log
