Can't Delete or Move File

I have a .jpg on my desktop that when I try to move or delete it I get an
error message that says something to the effect that It is being used by
another program or person and to close any program that might be using the
file then try again.

There is no other person and I closed all programs, even re-booted, and I
still can't delete or even move this file.

When I try to open the .jpg I don't get the photo it's supposed to be. I get
the ole
"Action canceled
Internet Explorer was unable to link to the Web page you requested. The page
might be temporarily unavailable." message in place of the photo.


Any workaround will be appreciated.

Hi,
Sounds like it may be Web Content.

If you move the pointer slowly around the edges of the image, does an "X" or
"Close" ever appear?

[Assuming Windows XP]
Plan "B"...
Go to Control Panel> Display> Desktop> Customize Desktop> Web. If this
image/page is listed there, you should be able to delete it.

Plan "C"...
See if you can delete the image from Safe Mode.
