Can't delete folder

I have a folder that I can't delete. If I try to delete, it says it is in
use. I re-started Windows and there are no programs running that should be
using that folder. I created the folder for some pictures that I scanned.
Then moved everything out of that folder but still can't delete or rename
it.

Is there any way to find out what Windows thinks is using that folder?

You should be able to delete it in safe mode.
