Can't Create User Profiles?

Windows 2000 Server with the latest service packs and patches.

Login to this particular member server as a NEW EXISTING user without
administrative privileges and we receive “Request Deniedâ€. Next, a temporary
profile is created and only a default Windows blue background desktop
wallpaper appears with no icons and only a mouse pointer.

Log in to this server with administrative privileges and a new profile will
be created successfully on this server.

If we create a new user account that has non-administrative privileges and
have them login in to this server, they will not be successful either.

If we create a new user account with administrative privileges and have
them login in to this server, they will be successful.

The same is above is true if you create the accounts locally vs. on the
domain?

We use the default group polices that come with Windows 2000 domain
controllers but suspect something may have been change locally on this
windows 2000 member server or maybe a registry setting?

Any ideas?

Make sure the folder;
C:\Documents and Settings\Default User
has the local machine 'Everyone' group full control.

Ensure the "Profile Folder" has the following permissions set:

Full Control + Ownership - Username
Full Control - Administrator (Optional for Administrative Use)
Full Control - System (Optional)
