Can't change homepage

Internet Explorer/tools/internet options is not
accessable. It says "this operation has been cancelled
due to restrictions in effect on this computer. Please
contact your system administrator" when I try to access
it. The search browser is directed to "shopnav" and
the "customize" bar is disabled also. I have Norton
Antivirus, Ad-aware and Spy-bot, there were no viruses
found, but a few things found by spy-bot that were
repaired. This problem is on my personal/home computer,
and I am the "system administrator". Any suggestions?

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".

you have Spybot Search & Destroy installed:
so>start>programs>SS&D (advanced mode)>immunise>uncheck the 3 items at
the bottom.


Run the "Cool Web Shredder"
http://www.merijn.org/files/CWShredder.exe
Close all instances of Internet Explorer and Outlook Express,
click on the executable above and follow the prompts.

Thanks! I executed the "cool web shredder" and
everything is working great now! Thanks again! I feel
like I'm back in control of my computer.

One more thing...

when I try to install updates on my "spybot" my computer
always locks up, and I'm not able to install them. Any
ideas?

Another realization, it looks like when I unchecked the
three boxes at the bottom of the immunize page of Spybot
unlock the start page and control panel (just like it
says). I would have never guessed that the home page was
locked up by the Spybot selections. Thanks again.
