Tools/Internet Options

am using Windows XP Home and IE 6.

When I try to access in IE 6 tools\internet options I get
the following message.

Restrictions
This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

I installed some spy ware about a week ago is only change
made on the system in months. Once I started getting the
above message I removed the Spy Ware but the message
continues.

There should be no system administrator. I have gone to
control panel and looked under administrative tools, but
I am not sure what I am looking to change.

Do you have Spybot Search & Destroy installed?
If so>start>programs>SS&D (advanced mode)>immunise>uncheck the 3 items at
the bottom.
