Internet Explorer - Tools - Interent Options

[Restrictions:]

When i open explorer then open tools then scroll down to
internet options i get this message. Restrictions this
operation has been cancelled due to restrictions in effect
on this computer. contact system administrator. How in the
world do ichange or fix this?
