cannot run gpedit.msc even as an administrator

When I try to run gpedit.msc on a user's workstation, I
receive the following message:

You do not have permisson to perform this operation. I am
running Windows 2000 Pro SP4. I have tried logging on
with a Local Administrator Account and also adding the
user to the local administrator account and then trying to
run it with the same results. Any ideas??

Make sure the follow registry keys not are set at the particular computer.

The following link may help or try managing the Group Policy on that machine from a
remote machine using mmc and then selecting Group Policy snapin where you will have
the chance to select another computer at which time you will want to point to the
locked our machine. Then you will have to look and see where the setting is that is
locking you out and reverse it. Probably mmc components are restricted.--- Steve
