Cannot display page error

I recently reinstalled XP, and now I am having problems
viewing some web pages. For example, I have yahoo.com as
my home page, and when starting up, I get the "Cannot
display page" message. If I hit refresh several times,
finally it will display. The dial-up connection is good
(45 KBs), but other things seem to not be connected right
(i.e. on-line game networks connections are really really
slow). Do I have some setting not right?

In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites.

Another thing you can try is:
Go to start/run
Type in: regsvr32 softpub.dll
Press Enter or click OK
