Cannot connect to sites that require 128-bit SSL

I just bought a new machine from Dell. Win2K, latest
upgrades, etc. I have IE6.0.2800.1106 (SP1 + latest
upgrades). 'About IE' sez "Cipher Strength: 128-bit".

SOME sites which require 128-bit SSL work fine. A few
others (notably my bank!!!) refuse to connect to me,
saying I need 128-bit SSL.

I went MS.com and did a complete re-install if IE which
changed precisely nothing.

Meanwhile, NetScape 7 works fine.

Any ideas what is going on?

Use SSL 2.0, Use SSL 3.0, and Use TLS 1.0 are all checked.
I have tried various on/off combinations with no
noticeable improvement.

OK, I went and looked at the URL you posted. The contents
seem to have nothing whatsoever to do with this problem.
What am I missing?

I don't know... I've looked around for a good hour + trying to come up with
something that might help. So far I've drawn a blank and am getting "glazed
over". I hate to pass this off to some other wild goose chase but...

I have a two year old plus Dell, and I still get phone support (Gold service
support, or whatever they call it); If your machine is new, doesn't it have
some sort of on-line support for you? Probably not or you would have gone
there?

If you are trying to reach a secure site, make sure your Security settings
can support it. Click the tools menu, and then click Internet Options. On
the Advanced tab, scroll to the Security section and check settings for ssl
2.0, ssl 3.0, TLS 1.0, PCT 1.0.
Click the Back button to try another link.

Hi Ron :)

Also try the following - disregard any that you may have already done.

Open IE then on the menu select tools>internet options>connections tab>lan
settings button>make sure nothing in here is checked

or..................

At the top of the page - click help - about internet explorer.
Is your cipher-strength "128-bit" ?

Start Internet Explorer.
On the Tools menu, click Internet Options.
On the Advanced tab, scroll down to the Security section, and then select
the Use SSL 2.0 and Use SSL 3.0 options.
Click OK.


Have you deleted your temporary internet files since this problem started -
if not, do it now

Zone Alarm Pro [Private Header Info - enabled?] Reset "Ad Blocking" and
"Cookie Control" to "medium" "Mobile Code Control" = Off

Any "ad blocking" software that blocks "http_referer" or contains entries
that are blocking access to the desired site.

HOSTS file that contains entries that are blocking access to the desired
site.

Cookie blocking software that are blocking "required" Cookies.

Pop-up blockers that are stripping header\url info.

WebWasher Standard Filter/URL Filter

Sometimes a damaged index.dat file can cause this - this procedure will
delete the index.dat file which can't be deleted from windows - when you
reboot windows creates a new clean one.

Check the date and time on your computer ...if it's wrong, cookies will not
be accepted and you will not be able to log in to some sites.
