Cannot access UNSECURED sites

Weird problem. User is able to access secure websites (https:) but
cannot access unsecured ones (http:). Have done everything to try to
solve problem, including reinstalling IE disabling firewalls and
anti-spyware tools, cleared the cache etc. Any ideas?
