Cannot access Network Properties

I have a Windows 2003 server that has been giving us some problems.
When I try to access the Network Places properties nothing happens. I
have the same problem if I try using Control Panel and accessing the
Network Properties dialog in there...nothing happens.

The one time I got into properties I could not get a properties menu
for the NIC itself.

What can I check to see why I'm now having these issues? (The system
use to work fine but something happened while I was away on vacation
and now this :(
