"other Network property sheets are already open" in Network Connections, even after reboot!

The involved PC has W2KSP4 (Windows 2000 SP4).
In "Start > Settings > Network and Dial-up Connections" there are LAN connections, e.g. « C108 (1 Gbps) », and RTC connections, e.g. « Orange (56K) ».

Now "Start > Settings > Network and Dial-up Connections > C108 (1 Gbps) > Properties"
does open the requested "C108 (1 Gbps) Properties" window, but at the same time opens an Error window:

which prevents me from accessing those controls.

I check there is no other property sheet open, I reboot and retry at once without doing anything else, the same "other Network property sheets are already open" error window opens again.

Nearly the same happens with Dial-up Connections:

"Start > Settings > Network and Dial-up Connections > Orange (56K) > Properties > Networking"
opens the same error window (even if in that case a 2nd attempt does access the requested controls).

Anyone can help find what is doing this and how to fix or work around it? TIA,

I am finally not sure I was accurate or the problem even really stopped; anyway today it is still there, exactly as described Thu 17 May 2007 16:28:15 GMT. It is even worsened because since unable to adapt any network property sheet, all my connections go wrong one after the other, with no possible cure, and starting today I have none left working; even the 56K Dial-up stopped working (see message "Error 720: your computer and the remote could not agree on PPP control protocols" posted at 11:15:15 GMT). I am badly hampered. Thanks to any help...

Problem solved; now posting from the affected W2KSP4 PC. That problem was an unfinished previous installation left in Registry:

Deleting the "NCInstallQueue" REG_SZ ("String Value") solved several problems, e.g.:

- this "other Network property sheets are already open" problem
- the problem reported in the "Error 720: your computer and the remote could not agree on PPP control protocols" message posted Thu 7 Jun 2007 11:15:15 GMT in this newsgroup
- the "Installation of Simple TCP/IP Services has been interrupted because Install Queue is accessing the needed information" problem when trying to install "Simple TCP/IP Services" from "Start > Settings > Network and Dial-up Connections > Advanced > Optional Network Components"
