Cannot access excel file via a secure website -Q 840386

Internet Explorer cannot download ...File_name.xls from Server_name.
Internet Explorer was not able to open this Internet site. The requested site is either unavailable or cannot be found. Microsoft Excel cannot access the file 'http://Server_name/File_path/File_name.xls' There are several possible reasons:
The file name or path name does not exist.
The file you're trying to open is being used by another program. Close the document in the other program, and try again.
The name of the workbook you're trying to save is the same as the name of another document that is read-only. Try saving the workbook with a different name.

My client applied this hotfix for Q 840386 But it did not work,funny thing is that it works with office xp and not office 2003.We are currently operating on an NT Domain with no group policy.We have tried this with various operating systems but still get the same message with office 2003 installed.We are thinking that maybe the company that developed this website coded it specifically for office 10 apart from office 2000 (which does not work).

If you hafve come across an issue like this,could you please reply as soon as possible.
