Can you force users to pick a message priority?

Someone has the idea of FORCING users to pick if their message is low,
normal, or high priority instead of sending as the default of normal.

Joe should hit send, a box pops up asking which of the 3 priority settings
he wants to use, he selects, and the message leaves.

I don't see how it's possible short of some serious coding.

Hi - I replied in m.p.exchange.admin. Please don't multipost - if you need
to post to multiple groups, it's best to crosspost instead, by posting a
single message to a handful of relevant groups (separate the NG names with
commas) so that everyone can follow the thread. This makes it easier for
everyone, including you.
