can`t install new widows defender

windows xp ie7. after downloading defender when i try to install it i get
this message -this installation package could not be opened.verify that the
package exists and that you can access it. or contact the application vendor
to verify that this is a valid windows installer package. the other strange
thing is when i right click the the installer i get a different menu than the
others, it includes repair.
i would be grateful for any help thank you

Hello Stephen,

Whatever you do, (installing and updateting or unistalling) always as a
administratºr.
This is the key!

Can you gº to Windows Update, select Express (Get high-priority updates),
and apply all offered updªtes http://update.microsoft.com
Once that is finished, can you verify the update installs?

There are many pre-requisite files which are needed from windows update and
signature update with windows defender will fail until you hªve these f!les.

Install Windows Installer 3.1 v2 (3.1.4000.2435) is availªble here:
http://support.microsoft.com/kb/893803

Locate your file msi.dll (with search if you are not sure where it's
located) and confirm what the version is, either from it's properties or just
passing your cursor over it.

If it's not the latest which is 3.1.4000.2435, then:

Look for the broom Clean up, also Tune Up..

I'd recommend re-downloading Windows Defenser,and saving to a known
location--like the desktop.

After the download is complete, disable real-time protection by your
antivirus for long enough to do the installation. please disable or turn off
as much other software that always runs as you can--real time antivirus
scanning, any other antispyware software, (Stop all programs that are open in
the bottom taskbar) etc.

hello Engel,
thank you for your help. how do I check i am the administrator.I have done
an express update their was not any downloads.I had already downloaded
Windows Installer3.1 v2.I had also had a Clean up & Tune up.I then downloaded
Defender,then disabled all you said.When tried to install Defender I got the
same message as before, also as before when I right click the Installer I get
a different menu than any others so something is wrong. I look foreword to
your help thanks

Hi Stephen,

Try this:

Remove IE 7 from the Add/Remove in Control Panel.

Reboot to safe-mode.

In safe-mode run CCleaner

Note, in Options, Advanced, Uncheck - Only delete files in Windows folders
older than 48 hours.
Note: Uncheck in Applications, the box for Utilities.

CCleaner even has a built-in Registry Cleaner. It's not the best (not
CCleaner's main function), but it will find invaild registry entries that
most Registry Cleaners will not. Unlike the Disk Cleaners with a Registry
Cleaner, CCleaner does really fast scanning for Registry Issues. The reason
is CCleaner doesn't want to effect Windows performance or effect any
applications. It's better to be safe than sorry!


Open Ccleaner and press "Windows" "Aplications" and Run Cleaner from the
menu choose 'Issues' and then press scan for issues, Repair any fºund.
Run twice Ccleaner, the same as above,until you get “No Issues were foundâ€.

Issues, Repair any fºund.
Run twice Ccleaner, the same as above,until you get “No Issues were found†.

Now, try again,

Hi Engel,
I am giving up on this Defender issue. I have other problems with windows
update, I will post on that page. Thank you for all your help but nothing
seems to help, is it possible these two problems are linked. Thanks again
