Can receive email cant send

The connection to the server has failed. Account: 'Joe',
Server: 'mail.joe.net', Protocol: SMTP, Port: 25, Secure
(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Installed SP2 computer went into a startup loop..
Reinstalled XP pro...
Outlook Express 6.0 can receive emails but can't send.
Get the above error.
Removed and reinstalled mail accounts in Outlook.
Still have Outlook Issue.
Set up mail accounts on differenr system no problems
sending or receiving email.
Reinstalled SP2 with no startup loop issue.
Still have Outlook Issue.
Reinstalled Outlook.
Ran sfc /scannow.
Still have Outlook Issue.
Setup an MSN email account. Able to send and receive
emails.

If you are running Windows XP SP2, go to the firewall and make and exception
for Outlook. That should solve your problem.
