Error 10060 , error number 0x800CCCOE receive but not send

hi, since about 4 days i cannot send mails anymore, but receive. i already
checked my smtp and pop3 properties and password, connection and so on...
the error says :
The connection to the server has failed. Account: 'pop3.web.de', Server:
'smtp.web.de', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error:
10060, Error Number: 0x800CCC0E

du bist auch deutscher oder? daher schriebe ich nunmal schnell auf deutsch.
es muss wohl an der verbindung liegen, da meine andre email adresse (andere
server/anbieter) auch nicht geht.
was kann ich denn nochmal probieren??
habe uebrigens outlook 5
und windows 98
