Can not install updates

I'm hoping someone out there has some suggestions for me.
I am running XP Pro with the latest version of IE 6.0. When I run
WindowsUpdate, I get an error message indicating Windows update had a
problem: Error number: 0x800B0001.
I've checked the KB etc., and can not find any reference to this number for
IE. The last thing I recall doing was to install the latest updates. Also,
I have problems viewing some sites. For example, at http://www.zip.ca I do
not see the surrounding images/links that I can see when running in my other
PC. Oddly enough, when I use Netscape to browse that site, I get the same
thing (no surrounding GIFs) etc. I can view this site OK with Firefox.
I've been thinking of removing/reinstalling IE? However, the fact that
Netscape also has a problem viewing that site makes me wonder if it's a
'system thing'.

Any other suggestions before I do?

I ran HiJackThis which reports 6 of these: 010 Unknown file in Winsock LSP:
c:\windows\system32\hlcap.dll.
Searching Google indicates that these entries should be removed and to run a
a tool call LSPFix to remove this file from the TCP stack. Does this sound
right?

If you have SP2 try this first:

Go to Start | Run and type
CMD
In the command window type
netsh winsock reset
