Can I publish a .pps that can't be saved as .ppt and edited?

I want a slide show to get saved and viewed in a .pps format. But can I lock
it down so someone can't save as a .ppt and then edit it?

Hmmm - use black font on a black background? ;-)
Generally speaking, everything that can be viewed, can be copied and edited.
That's fairly easy with pps files. You open PowerPoint first, then use the
File - Open command and open a pps file in edit view.

To make it a bit more complicated, you might want to use PDF format (which
does not support animations, unfortunately).

Best regards,
Ute

In addition to what Ute has suggested depending on your version of
PowerPoint you can password protect your presentation.
