Can the files in this directory be safely removed?

There seems to be a Good Deal of leftover ash and trash in it.

The thing about that is, there even is some installation files I
already uninstalled. And some I can downloaded from the internet easily
so I don't need to waste my disk by keeping the them.

Check the property dialog of installation files (.msi) and delete them
if you don't use that program any more. Even though they're belong to
application's you currently using, I think you can remove it sefely.
But when you chooose 'add/remove feature' or 'repair' for that
application, you may need to redownload the installation file.

yes. do not hesitate to remove them. but, if some of that programs which
are installed try to repair itself,
they won't find installation source (they will ask you)

Then it doesn't sound too smart to delete all of them.

The thing that has me puzzled is that some applications, when installed,
seem to leave behind these files -- while others do not.

What's the Rationale?

It is an optional setting in installshield.

Installshield has different settings based on whether or not you are
targeting your install for a cd rom, dvd, network, or "web". When you
configure your install to be a "web" install you are given the option to
cache your msi on the user's system. This is usually desirable because it
allows the user to run repairs without needing the installation media.

The downside is that the files are not removed whenever the product that
copied them is uninstalled.
