Business Contact Manager installed but not there

I upgraded Office 2000 to Office 2003 using MS Office Small business edition
with Business Contact Manager. Everything appeared to go fine. I then
installed Business Contact Manager. There where no errors. I opened
Outlook 2003 and nothing changed, no business contact manager icons or
anything, no additional help menu items. So I went to install it again, and
I had a choice to re-install or uninstall, I re-installed - afterwards I
rebooted (wasn't prompted to) and still no business contact manager.... what
could be wrong?

Business Contact Manager is new enough that we don't have a lot of solid
troubleshooting information yet. But here's what we do know:

-- BCM will disable itself if the profile contains an Exchange account. This
behavior is by design, but can be circumvented (but not in a supported
fashion). See http://www.slipstick.com/bcm/bcmfaq_more.aspx?id=52

-- If you don't see the Business Tools menu, BCM probably failed to load
when Outlook started. Run Regedit and go to the
HKLM\Software\Microsoft\Office\Outlook\Addins\Microsoft.BusinessSolutions.eC
RM.OutlookAddin.Connect.1 key. If the value for LoadBehavior is something
other than 3, make a backup of the registry, edit LoadBehavior to set it to
3, then restart Outlook.

-- If you get errors during setup, if BCM does not load even after you edit
the LoadBehavior registry value, or if the database does not load, you
should initiate a support incident with Microsoft at
http://support.microsoft.com/default.aspx?scid=fh;en-us;incidentsubmit. You
will need a .Net Passport, but there should be no charge for filing the
request for help.

Thanks. I was unaware that it wouldn't function if Outlook had an Exchange
account (not sure why it simply can't work locally without having to
communicate with exchange ). I setup another account with just a POP3
account, and it tried installing upon opening Outlook but I keep getting:
"There was a problem connecting to the database engine. To try again,
please click retry. If problem persists, check help."

The problem keeps persisting, and help says to contact Microsoft.....

I'm reviewing the product for a company upgrade from Outlook 2000 - doesn't
look good so far. I'm still not sure why it won't work if you have an
exchange account - does this include exchange 2003/windows server 2003 -
doesn't seem likely Microsoft would put out a product that isn't compatible
with their other products - unless it's to force a server or Office upgrade.

It includes any exchange account except the one in SBS2003. Once the
computer connects at least once to an SBS2003 domain, you can use BCM with
any exchange server. (http://www.outlook-tips.net/howto/bcm.htm)

Yes, it makes no sense at all. The best suggestion is to write MSWish and
ask for exchange support in BCM.

I am having the same problems with BCM. However, on
occasion it will appear in Outlook. I checked the
LoadBehavior and it is set to 3.

Any suggestions?
