Blue Block Returns to Taskbar

I was in the process of retrieving mail while opening a browser window (from
the taskbar, not a url or hyperlink in-message), and the ">" on the
Notification taskbar turned into a blue block. So apparently the problem
*has* been able to happen again. This is the fourth time it's happened
since a scratch install of XP Pro/SP2 a month or so ago.

What happens if you disable 'Hide inactive icons'?

As has been the case since nearly the beginning (see other threads from me),
Hide Inactive Icons has no effect on this, or whether icons hide. Presently
a change in the Log-off/Log-on workaround seems to have occurred, as now the
"workaround" doesn't.

While I can understand some idiot executive sitting up in Marketing
dictating that this is a "cosmetic feature" and therefore
uncritical-not-to-be-fixed, I don't have to accept such illogic in
non-response to this bug (ie not an "anomaly").
