Blue Block Returns to Taskbar

I was in the process of retrieving mail while opening a browser window (from
the taskbar, not a url or hyperlink in-message), and the ">" on the
Notification taskbar turned into a blue block. So apparently the problem
*has* been able to happen again. This is the fourth time it's happened
since a scratch install of XP Pro/SP2 a month or so ago.

While I can understand some idiot executive sitting up in Marketing
dictating that this is a "cosmetic feature" and therefore
uncritical-not-to-be-fixed, I don't have to accept such illogic in
non-response to this bug (ie not an "anomaly").
