If you have XP Pro, you can specify what users can do in a very
fine-grained way. Use the Group Policy Editor and look under
Administrative Templates.
Start>Run gpedit.msc [enter]
If you have Home Edition, the Group Policy Editor is not available.
Instead, look at Doug Knox's Security Console and see if it will do
what you want, at
http://www.dougknox.com.
If you have Home and the Security Console doesn't meet your needs, look
at third-party software or consider upgrading to Pro.
