Blocked Access

Hi,

I have Outlook 2003,Windows XP Pro and log in as Administrator.
Once in a url my friend sends me a url attachment which Outlook blocks.
The message is:
"Outlook blocked access to the potentially unsafe attachments". I know for a
fact the urls he sends me ARE safe.
How do I unblock these when I get them so that I can get at them???
