blaster worm

I'm having trouble loading the blaster worm patch to my
windows 2000 system. When I begin the instal of the patch
I get the message: The WINDOWS2000-KB823980-X86-ENU[1].EXE
file is linked to missing export NODLL.DLL:NISutdownSystem.

and a second window pops up saying: Access to the
specified device,path, or file is denied.

Please help as I'd like to instal the blaster patch.
