auto notes new section

Hello,
I am trying to establish the end of document to add a new section to one
with automated notes. What's the best way to consistently fix that end of
document location? My template will be used over a few versions.

Do you mean like CTRL+End then Insert > Break

I do. But it seems very inconsistent and, as a macro, often hangs within the
first note or two, or generates a macro error saying "your in a note section
and action is not doable" or somesuch. Part of my problem is having a range
of users creating the documents.
