Attachment(s) listed in 'replies' REGARDLESS of format

This may be answered for some Outlook 2003 users through Service Pack
downloading but for others it apparently remains an issue. --For general
record keeping purposes (i.e. printing out e-mail conversations to put in
file cabinet), the attachment file names ought to (always) be listed when one
replies to a message that contains attachment(s), without having to manually
change the format between HTML and Plain and/or Rich Text formats, so that
the record is clear and accurate!

Is Service Pack 3 not the latest update? I ran a check for updates from
Microsoft and downloaded all of the latest ones, including SP3 for Office.
Can you show me any specific download besides that or am I missing something?
