Application Fails to recognize USB Device

My daughter-in-law would like to perform mdeical transcription on line. She
was given the software (purchased by the health region whom she will work
for), to load on her machine. It is a 2ghz, 1gb ram, 6gb HD, runing Win XP
Pro,SP3. She installs the s/w given to her by the HR, plugs in the foot
pedal. Windows recognizes the pedal and loads properly. BUT running the
application (thru VPN -which works fine), the foot pedal is not found in the
application. The vendors Tech people keep saying it is the PC. We have loaded
the s/w on two other equivalvent machines and find the same problem. They
continue to say it is the machines. Loading another transcription s/w from
IN, it works fine. What, can I do ro tell the vendor (Lanier) about the s/w
and Windows XP compatibility? Is there some tests I can do? Help!

Thanks Pete,
It's plugged into a rear USB port. Moving it from one port to another,
windows XP/3 follows it OK. BUT the s/w still cannot find it. Doing more
research, I thought it might have something to do with permissions?
