Application failed

Hi
I get this error msg frequently:
OPXPApp.exe Application Error
X The application failed to initialize properly (0xc0000142).
Click on OK to terminate the application.

this error comes on start-up and on closing and even sometimes during
surfing web pages...

I appreciate any comment...
