another continuous reboot cycle problem

I have a Toshiba Satilite laptop. The power shut off a couple seconds after
a warning beep and went into this reboot cycle after turning the computer
back on. Now any option I choose, Safe Mode, Safe Mode with Networking, Safe
Mode with Command Prompt, Return computer to last known working state and
start normally will just reboot. Nothing gets me to windows. The only cd
that came with this computer only allows me to format to origional condition.
I would do that but we just put family pics on there and havnt backed them
up yet. Anyone know how to get me to windows to back up these files so I can
reformat if I have too. Cant find any answers on Microsoft.

Pull the drive from the machine and connect in another machine as a Slave
drive.
Copy or move your pics from your drive to any other drive installed in the
machine you connected your drive in.
Once the pics are copied/moved, remove your drive, install it back in your
machine reset as the master and run your Recovery/Restore disk to install the OS
back to factory status.

Take note that you may need to enter the BIOS and set the CD/DVD drive as the
first drive to boot from or you may need to press a specific key to get at
restore files on a hidden drive. Check your documentation for specific
instructions on the proper way to Recover/Restore your OS.

Brian's method to salvage your pics is probably the easiest solution.
You could then try the following link to get Windows to start normally.
And, of course, you need to review your backup process. A weekly
backup to an external 2.5" disk in a USB case would be ideal.
