Allow remote computer to access PerfMon stats?

I am using my local computer to test an ASP.NET application on a remote
IIS server using the Microsoft Application Center Test tool. I would
like to configure my tests to monitor certain performance counters on
the remote server. However, in ACT, when I go to the "Browse
Performance Counters" window, click the radio button for "Select
counters from computer:" and type in the machine name for the remote
computer, (e.g. "\\RemoteComputer"), I get an error "Unable to connect
to remote machine." How does one configure the remote machine to allow
my local machine to monitor its performance counters? I'm not a
Windows sysadmin and our sysadmin doesn't know how to do this.
