All Services Stopped

All services are stopped. I have tried starting them via msconfig and
although they are checked, they don't start on startup. Cannot access
services.msc (Computer hangs)
Any help out there?

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?

Be sure the computer is clean:

Yes, the computer is clean. It is scanned every day for viruses and spyware.
Here's what happened: I took a non-working (ie. clicking) hdd and hooked it
up to my computer via usb in an attempt to get data off of it. I was able to
see the drive in drive manager but could not initialize it. After trying
that then disconnecting the hdd, I could not boot into Windows normally so I
booted into Safe Mode then rebooted into Windows. Although Windows came up
it was running in diagnostic mode. I tried to turn services back on through
msconfig. I can't try through the services plugin because it hangs even
before the services list is populated.

Any other ideas?

TIA

Nasty. Back up any data using a rescue system such as a Bart's PE or
Knoppix and try a Repair Install.
