After installed SP2, error when open Control Panel.

After I installed SP2, whenever I try to navigate control panel, there will
be an error message says:
"an error occurs when working with control panel file
C:\WINDOWS\system32\netsetup.cpl"

This is very irritating and I don't know what's wrong with my control panel,
or even computer right now. My computer takes longer time to start up and
shut down. Should I continue using SP2? If not, what should I do?

By clearing the IPmon32 in the Startup, it eliminates the netsetup.cpl error
message.
This can be done by going to start, run, type in MSCONFIG - select
start-up - clear
IPMON32 - select apply - restart your computer.
