Adding program to "open with" list

How can I add a program to the "open with" dialogue? I've tried
repeatedly to go the "open with... browse... always use this program"
route, every time it ignores my choice & opens the file in what it
thinks is the right program (file: par2. program it selects: acrobat.
WHAT???) The correct program (quickpar) never appears in the list, and
when I browse to it, it not only ignores my choice, it still doesn't add
quickpar to the list.

A workaround..

Start > run > sendto

Copy a shortcut to the program into that folder

Right-click the file and use the "send to" option instead
