Adding A New Function?

My laptop uses IE6 with Windows 98, but I miss having Front Page
Express that goes with Windows NT 4.

I want to copy FPE from my desktop and put it on my laptop, but
doing so won't place an icon for it on IE6's toolbar. Does anyone
know how to get Explorer to recognize a new program?
