Add\Remove programs screen messed up...

Hey guys

My younger brother's PC has a weird problem. His Add or Remove Programs
screen looks rather strange. You can see some apps towards the top, then it
goes to a black section, and then that starts to split into black and white
stripes, followed by a blank (white) section. After this strange looking
spectacle, you can see the other installed apps.

I've tried running antivirus\spyware checks (comes up clean), and even a
registry checker.

What else could cause this?
