Add Remove Programs Does Not Work!

Somewhere in the midst of installing a new compaq ML350
server, the "add/remove" program does not work. Neither
does the "Configure your Server" program. I have installed
DNS so it did work before.

The only third party installed apps are Symantec Corporate
Edition 8.1 and Veritas Backup Exec versio 9.0.

I have never seen this before. Even if I tried to remove
an application, the add/remove program does not work!

Help.......
