Add or Remove Programs Please Wait

I've read all the threads on this issue and nobody has yet found the answer
to the problem that I and others have articulated:
Run Add or Remove Programs.
Window opens... and you wait... for nothing...
The Autocad solution does not work.
There is no empty space. It's just never populated.
Everything else seems to be running fine.
I don't want to have to use a 3rd party alternative if I don't have to.
Ideas, Gurus?
