Access won't run program

I am using a program called "VREF". This program uses Access "run time" 2000
.. Everytime I load this program, the first evaluation page comes up, then
the program closes. I cannot use the program.
I have called the company programmer, and outside of deleting the program
and reinstalling, (both Access runtime and VREF) no help.
I do not have Access on this computer. I installed this program on a laptop
with no problems noted.
There is no error code.
Help, I am not familar with Access. I assume there is another program that
is interfering with Access, but don't have a clue on how to trouble shoot.

From the description, this is a problem with VREF, not a problem with
Access.

You will need SOME version of Access installed; VREF should install
the Access Runtime the first time you run it, but that's something
that the developer of VREF can help with - we cannot, since we don't
know how VREF works.

Check Start... COntrol Panel... Add and Remove Software. Is Access (or
the Access Runtime) on the list? You may need to uninstall and
reinstall it.
